STATEMENT BY MR. ALEXANDER LUKASHEVICH,
PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION,
ON THE RESULTS OF THE INTERNATIONAL CONFERENCE IN DUSHANBE
AT THE 1185th MEETING OF THE OSCE PERMANENT COUNCIL

Mr. Chairperson,
We congratulate our Tajik allies on the excellent organization and successful holding of the High-Level International Conference on Countering Terrorism and Preventing Violent Extremism, which took place in Dushanbe on 3 and 4 May. We believe that this event was a good opportunity for exchanging views on ways of consolidating efforts to combat the global problem of international terrorism.
The Russian Federation joined the Dushanbe Declaration. We believe that this in many ways compromise document should demonstrate to the international community our common determination to join forces to combat terrorism and extremism. The central role of the United Nations and the primary responsibility of States in combating terrorism are enshrined in the document, and the efforts of regional organizations in this area, including the Shanghai Cooperation Organisation, the Collective Security Treaty Organization and the Commonwealth of Independent States, are recognized. The Declaration is based on the relevant UN Security Council resolutions and the UN Global Counter-Terrorism Strategy. It calls on States to counter the use of the Internet for terrorist purposes and address conditions conducive to terrorism and extremism, both internal and external, further the exchange of information and counter the financial, technical and logistical support of terrorism.
Furthermore, in the context of combating terrorism and extremism, it is important to strictly observe international law and the Charter of the United Nations, establishing anti-terrorist and anti-extremist co-operation while respecting the sovereignty of States. It is necessary to combat terrorist and extremist ideology and prevent public support for and incitement to terrorism.
We hope that the OSCE Counter-Terrorism Conference, which began its work today in Rome, will help to further strengthen international co-operation in this area.
